VoIP Air Traffic Management: Test, Monitor and Measure Critical Voice Paths
18th, Sep 2026
As Air Traffic Management (ATM) voice systems move from TDM to IP-based networks, differences in packetization, jitter buffers, voice processing and switching can affect voice quality and delay.
GL Communications provides a comprehensive suite of VoIP test, analysis and monitoring solutions for Air Traffic Management systems. Designed for Controller Working Positions (CWP), Ground Radio Stations (GRS), Voice Communication Systems (VCS), radios, recorders and gateways, these solutions help organizations validate interoperability and performance and assess conformance with ED-137 and ED-138 requirements.

GL stays aligned with evolving ED-137 and ED-138 updates and supports full IPv6 operation for modern ATM networks. The solutions help users emulate, verify, monitor and measure critical Air-to-Ground and Ground-to-Ground communication paths across Analog, TDM and IP networks before deployment and during operation.
ED-137 Interface Testing with MAPS™
GL’s Message Automation & Protocol Simulation (MAPS™) platform provides a unified environment for ED-137 interface testing. It emulates ED-137 Radio, Telephone and Recorder interfaces for functional, interoperability, regression, load and stress testing.
- Generate bulk calls and SIP, SDP and RTP traffic
- Create custom and negative test scenarios
- Generate voice, tones and DTMF
- Introduce delay, jitter, packet loss and packet duplication
- Support unicast and multicast operation
- Automate tests through scripting and Python APIs
MAPS™ ED-137 Radio emulates CWP and GRS entities for Air-to-Ground communication, supporting PTT, priority handling, multicast RTP, SELCAL, Radio Management Messages and Maintenance Messages.
MAPS™ ED-137 Telephone emulates Ground-to-Ground calls between CWPs, including Instantaneous, Direct, Indirect and General Purpose calls, along with Hold, Transfer, Pickup, Conferencing, emergency and priority call handling. FAA Addendums 2, 4 and 5 are also supported.
MAPS™ ED-137 Recorder emulates Recorder, CWP and Radio endpoints for Air-to-Ground and Ground-to-Ground recording sessions. It records, replays and analyzes VoIP audio and metadata.
The MAPS™ ED-137 Radio, Telephone and Recorder emulators support ED-137B and ED-137C, including Change 1 and Change 2 features, and are validated against the EUROCAE VOTER tool.
ED-138 Monitoring for ATM Network Visibility
PacketScan™ captures, decodes and analyzes SIP, SDP and RTP traffic for ED-137 interfaces. It provides call-level analysis of MOS, R-Factor, packet loss, jitter, delay and RTP streams for live or recorded traffic.
NetSurveyorWeb™ provides centralized, web-based surveillance using one or more PacketScan™ probes. It offers real-time dashboards, alarms, historical reports, search, filters, event correlation and multi-probe data aggregation for distributed ATM networks.
Measuring Critical ATM Voice Events
GL’s Timing Measurements in Air Traffic Management (TM-ATM) solution identifies, captures, timestamps and correlates signaling, control and voice events across Analog, TDM and IP interfaces. It also supports 2-wire and 4-wire legacy interfaces for comprehensive timing and voice quality assessment.
Measure PTT activation, confirmation and release, Squelch and receiver activity, main and standby switching, and end-to-end voice-path delay. Assess voice quality using PESQ and POLQA.
TM-ATM components include:
- MAPS™ Administrator: Automates tests, schedules test cases and consolidates results
- Packet Analyzer: Provides GPS-based timestamping, wirespeed filtering and TTL measurements
- Audio Analyzer: Supports PTT and audio simulation, voice quality scoring and waveform analysis
- Discrete Signal Logger: Captures PTT, Squelch and transfer signals for event correlation
- Event Data Logger: Collects timestamped events and reports them to MAPS™ Administrator for delay calculation
TM-ATM is available in rack-mounted and portable configurations for laboratory validation, field commissioning and live-site troubleshooting.
One Integrated ATM Test Ecosystem
